Clandestine laboratories operating throughout Western Europe, primarily the Netherlands and Belgium, manufacture significant quantities of the drug in tablet, capsule, or powder form. Although the vast majority of MDMA consumed domestically is produced in Europe, a limited number of MDMA labs operate in the United States.
Of the 20.8 million people in 2008 who were classified as needing substance use treatment but did not receive treatment at a specialty facility in the past year, 1.0 million persons (4.8 percent) reported that they felt they needed treatment for their illicit drug or alcohol use problem. Of these 1.0 million persons who felt they needed treatment, 233,000 (23.3 percent) reported that they made an effort to get treatment, and 766,000 (76.7 percent) reported making no effort to get treatment.
Most (62.5 percent) of the 2.4 million recent marijuana initiates were younger than age 18 when they first used. Among youths aged 12 to 17, an estimated 5.4 percent had used marijuana for the first time within the past year, similar to the rate in 2008 (5.0 percent).
SAMHSA administers four block and formula grant programs: the Substance Abuse and Mental health Services Block Grant, the Mental Health Services Block grant, the Protection and Advocacy for Individuals with Mental Illness Formula Grant, and the Projects for Assistance in Transition from Homelessness Formula Grant. Allocations for each are made in accord with legislative authorities.
