SMI in the past year was associated with past year substance dependence or abuse in 2008. Among adults aged 18 or older with SMI, 25.2 percent (2.5 million) were dependent on or abused illicit drugs or alcohol. The rate among adults without SMI was 8.3 percent (17.9 million).
Among adults aged 18 or older, the rate of past month alcohol use increased with increasing levels of education. Among adults with less than a high school education, 35.2 percent were current drinkers in 2009, significantly lower than the 68.4 percent of college graduates who were current drinkers. However, among adults aged 26 or older, binge and heavy alcohol use rates were lower among college graduates (20.6 and 5.1 percent, respectively) than among those who had not completed college (23.2 vs. 6.7 percent, respectively).
Combined 2006 to 2008 data indicate that about one quarter (26.7 percent) of adolescent females engaged in at least one of the following violent behaviors in the past year. 18.6 percent of adolescent females got into a serious fight at school or work in the past year; 14.1 percent participated in a group-against-group fight; and, 5.7 percent attacked others with the intent to seriously hurt them. Adolescent females who engaged in at least one of these violent behaviors were more likely than those who did not to have indicated past month binge alcohol use (15.1 vs. 6.9 percent), marijuana use (11.4 vs. 4.1 percent), and use of illicit drugs other than marijuana (9.2 vs. 3.2 percent). The rate of substance use was higher the more types of violent behaviors the girls engaged in (e.g., binge drinking in the past month was reported by 6.9 percent of girls with none of the violent behaviors, 12.6 percent of those with one type of violent behavior, 17.3 percent of those with two types, and 27.2 percent of those with three types).

Mental Health and Substance Abuse Treatment

Mental health and substance abuse treatment consists of patients being persuaded, motivated, or involuntarily committed to addiction treatment. The main goal is to help stabilize the acute symptoms of the psychiatric illness and/or the drug or substance abuse disorder. Another important goal of mental health and substance abuse treatment is to motivate patients to continue treatment once the acute addiction crisis is stabilized or the involuntary commitment expires. Dealing with ambivalence regarding recovery, working through denial of one's drug addiction and mental illnesses or both, and becoming motivated for continued care are other important goals. This initial part of treatment usually takes several weeks, but for some patients it takes longer to become engaged in recovery and to stabilize from the acute effects of dual disorders.

The next step of mental health and substance abuse treatment is early drug addiction recovery. This involves learning to cope with desires to use chemicals, alcohol, cocaine, meth, or other drugs. It also teaches patients to avoid or cope with people, places, and things that represent high-risk addiction relapse factors. Mental health and substance abuse treatment roughly involves the first 3 months following stabilization. However, some patients take much longer in this phase because they do not comply with addiction rehab treatment, continue to abuse drugs, experience exacerbations of psychiatric symptoms, or experience serious psychosocial problems or crises.

The next stage of mental health and substance abuse treatment is continued addiction recovery. In this phase, patients continue working on issues from the previous phase as needed. In addition, patients learn to develop or improve coping skills to deal with intrapersonal and interpersonal issues. Examples of intrapersonal skills include coping with negative affects (anger, depression, emptiness, anxiety) and coping with maladaptive beliefs or thinking.

Drug and alcohol day treatment is a lesser known form of rehabilitation, but serves as a middle road between inpatient and outpatient rehab. Some day treatment programs operate seven and a half hours a day, six days a week. Others may operate five days a week, three hours a day, and include childcare. For those who require slightly less structure than a "live in" program, drug and alcohol day treatment may be the appropriate level of care. Clients attend groups during the day at treatment facilities. Day treatment programs often follow the same schedule as residential clients. However, they are free to return home at the end of the day unlike those attending residential treatment. This treatment modality provides structure and support while helping the client begin integrating back into his or her daily life.

Drug and alcohol day treatment is effective for addicts who need more guidance towards recovery with longer sessions and extended periods of support from groups and counselors. Generally, this kind of drug rehab is favored among those who have a safe, sober environment to return to at the end of the day. Many adults with a spouse and children opt for this kind of treatment because it will still allow them to be a part of family life before and after day treatment. While this is a valuable resource for recovery, it is not a good .fit. for all situations.

Your child may be eligible for coverage if he or she is a U.S. citizen or a lawfully admitted immigrant, even if you are not (however, there is a 5-year limit that applies to lawful permanent residents). Eligibility for children is based on the child's status, not the parent's. Also, if someone else's child lives with you, the child may be eligible even if you are not because your income and resources will not count for the child.

In general, you should apply for Medicaid if your income is low and you match one of the descriptions of the Eligibility Groups. (Even if you are not sure whether you qualify, if you or someone in your family needs drug treatment or any other health care and you cannot afford it, you should apply for Medicaid and have a qualified caseworker in Georgia evaluate your situation.)
